http localhost phpMyAdmin unable to connect

I tried to start phpMyAdmin from my web browser with http: followed by //localhost/phpMyAdmin/ as the address. But I am getting this error: " unable to connect". Can someone help me why this error is coming? and Please guide me on opening a PHP file on a local computer in a web browser.
